Consists of coated groundwood-free paper, printed or unprinted in sheets, shavings, guillotined books, and cuttings. A reasonable percentage of paper containing fine groundwood may be included. Prohibitive materials are not permitted and outthrows plus prohibitives may not exceed 2%.
